​​​​​​The Puerto Rico Department and Public Works invites qualified firms to respond to this request for proposal (RFP) by providing their qualifications and experience for consideration to provide Disaster Debris Removal Hauling Consolidation Processing  and Disposal Services.This invitation applies to all registered vendors in the "Registro Unico de Licitaadores" and any natural or juridical person that complies with the minimum requiements to contract with the government of Puerto Rico. Requirements are detailed in Article 7 of the Rules #5 Bids of the General Services Administration .Notwithstanding the above this Emergency Request for Proposal avails of the exemption of requirements granted by the Governor of Puerto Rico Hon. Ricardo Roselló Nevárez under Executive Order # OE-2017-053 and is issued while under a declared estate of emergency of the President of the United States of America disaster DR-4339. The scope of services shall include, but not be limited, to the following: The Puerto Rico Department of Transportation and Public Works seeks qualified firm(s) to assist in the disaster debris removal, consolidation, processing and disposal operations on behalf of the Puerto Rico of Transportation and Public Works ensuring compliance with Federal requirements and applicant debris management plans. The Debris Contractor (s) shall provide personnel and equipment to remove all debris from the States Roads. Each select Contractor will be assigned one of 5 zones in the Island but no single contractor will be awarded more than 2 zones. The assigment of zones will be exclusively determined by the Department of Transportation and Public works on the award. The Contractors shall provide all management, supervision, labor, transportation, and equipment necessary to provide the procured services.

Submittals MUST BE RECIVED on the Purchase and Contracts Office no later than 5:00 p.m. on Wednesday November 1, 2017.
